10 th Kerala Pay Revision Commission 2014

Government have appointed a Pay Revision Commission to study and make recommendations on revising the pay and allowances and other benefits of the State Government employees including teaching and non-teaching staff of Aided educational institutions and local bodies.

TERMS OF REFERENCE
The Terms of Reference of the Committee shall be as follows:- 
i) To consider and suggest modifications if found necessary for the Pay and Allowances of: 
  •  Posts under Government service, including Part-time Contingent Service and Casual Sweepers 
  •   Posts including Part-time posts and Casual Sweepers under Educational Institutions of the Government, Aided schools and colleges and also such institutions covered by direct payment scheme excluding those posts covered by UGC/AICTE etc. scheme of scales of pay and also posts for which, Central scales of pay have already been allowed such as teaching staff in Medical Colleges, Judicial Officers, etc. 
  •  Posts under Local Bodies and University employees except those posts covered by AICTE/UGC/Central Scheme. 
ii) To examine the present structure of pay and allowances and other emoluments and service conditions including promotional avenues and fringe benefits available to the above categories of employees and suggest changes which may be desirable and feasible keeping in view, inter-alia, the need for greater social accountability and efficiency of administration. 

iii) To examine and suggest changes if any to the benefits available to Service Pensioners. 

iv) To suggest remedies for the anomalies caused due to the last pay revision and to suggest measures to avoid cascading effects if any, likely to be caused by such anomalies. 

v) To examine and assess the additional financial commitment for implementing the pay revision with effect from 01.07.2014. 

vi) While considering the above issues, the need for bringing down the wide disparity if any existing between different scales in Government service shall be kept in mind. 

vii) While considering the above issues the need for a gender sensitive service structure shall also be kept in mind.

Government have renewed the Group Personal Accident Insurance Policy for the period from 01/01/2014 to 31/12/2014.The annual premium will be deducted from the salary of November drawn in December

It was also proposed to enhance the assured sum from 8 Lakhs to 10 Lakhs.

Procedure for remittance of Premium for GPAIS 2014

 i) The Drawing and Disbursing Officer/ Self Drawing officer shall deduct the premium from the salary of November and remit to Treasury as has been done in the previous year. 
 (ii) The Cheque Issuing Officers of the Government Department should furnish the schedule in triplicate along with the cheque to the concerned Treasury. 
(iii) The Drawing and Disbursing officer / authorized officer in other cases,should remit the collection under Form TRS / proper receipt to the head of account "8658 - Suspense Accounts, 102 - Suspense Accoints (Civil), 88 – Group Personal Accident Insurance Fund" with separate schedule in tripiicate in the treasury. The Treasury Officers should draw the amount of premium towards Group Personal Accident Insurance Scheme 2014 from the suspense account 8658-102-88 and take DD in favour of Director of Insurance,Thiruvananthapuram.

Sanctioned 10% Dearness Allowance hike to Kerala Government Employees

                       Kerala Cabinet sanctioned an additional dearness allowance of 10 per cent to State government employees and pensioners on Wednesday. With this, the total dearness allowance will be 63 per cent of the basic pay.
                              Announcing this, Chief Minister Oommen Chandy said that the decision would have retrospective effect from July 2013. However, the salary would carry the increased rate of dearness allowance from January 2014. The arrears from July to December 2013 would be credited into the provident fund account of the employees.
                          Employees would get the new DA from July this year and the state exchequer would have an additional expenditure of Rs.130 crore per month on this account.  The recommendation comes in the wake of a hike in the DA of central government employees. The cabinet has also decided to give the salary scale of secretariat staff to university employees. 

10% Hike in DA of Kerala govt employees recommended

                    Finance Minister K M Mani recommended the department to make a hike of 10% in the dearness allowance of government employees and teachers. The next cabinet meet will consider the proposal.

                     If the allowance is hiked, the government will suffer an additional liability of Rs 1600 crores yearly. The allowance was hiked four times after the UDF Government came into power. 

DA/DR rates revised with effect from 01/07/2013
