STRIKE FROM 08-01-2012-DIES NON-RECOVERY OF SALARY

As per GO(P) No.385/12/GAD dated 26/12/2012 "Dies non" was imposed to those employees who struck work during the general strike declared by a section of Government employees and teachers from 08-01-2013. In continuation to the above, Govt are pleased to issue the following further orders.

* "Dies non" will be enforced only upto and including 13.01.2013
* Those who were in unauthorised absent on 11-01-2013 will not be eligible for salary for 12th and 13th.
* Application for leave received after the strike days will not be entertained.
* Salary of employees who struck work is to be recovered form Jan-2013 Salary.

CONTRIBUTORY PENSION w.e.f. 01-04-2013

Pension - Implementation of National Pension System to employees joining service with effect from 01.O4.2013 - Orders issued.

In accordance with the national pattern adopted by the Central Government and various State Governments, Government vide G.O read above, decided, in principle, that the National Pension System (NPS) shall be
introduced with effect from 01.04.2013 which shall be applicable to all appointments made thereafter.
Government, after having examined the matter in detail, are pleased to implemenl- National Pension System in the State with effect from 01.O4.2013 and issue the following further orders:

i. The NPS would be mandatory for all appointments made on or after 01.04.2013.
ii. The NPS wiil work on a defined contribution basis and will have twoTiers. viz. Tier I and Tier II. Contribution to Tier I will be mandatory for the employees whereas Tier II will be optional and at the discretion of the Government servants.
iii. In Tier I, the Government servant shall make a contribution of 10% of his / her Basic Pay + Dearness Aliowance which will be deducted from his/ her salary every month by the Treasury Officer / Drawing
and Disbursing Officer concerned. Government will also make a matching contribution. The amount so deducted from the salary of the Government servant and the amount of matching contribution will be transferred to a pension account in order to invest the same as per the provisions of Government of India / Pension Fund Regulatory and Development Authority (PFRDA), a statutory body constituted by the Government of India. The entire amount under Tier I (Government servant contribution + matching Government contribution +investment returns) will be kept in a non withdrawable pension Tier I account.
iv. Tier II contribution will be kept in a separate account that will be made available at the option of the Government servant. Government will not make any contribution to Tier II account.
v. The pension funds of the Government servants will be managed by Pension Fund Managers (PFMs) nominated by the PFRDA and the records will be maintained by the National Securities Depository Ltd.
(NSDL) that functions as the Central Record keeping Agency (CRA) of the Scheme.
vi. A Government servant can exit at the retirement age from Tier I of the Scheme. At exit, it would be mandatory for him/ her to invest 40% of pension wealth to purchase an annuity which will provide for pension for the lifetime of the individual and his/ her spouse/ dependent parents. The Government servant would receive a lump sum of the remaining pension wealth, which the individual would be free to utilize in any manner. In case of Government seryants who leave the Scheme before attaining the retirement age the mandatory annuitization would be 80% of the pension fund.
vii. The Scheme will apply to all employees to whom Part III, KSR is applicable.
viii. It will apply to all PSUs where pensionary benefits as per Part III,KSR are granted .

3. The guidelines, detailed accounting procedure to be followed in the Scheme and necessary amendments to KSR will be issued separately.

IMPORTANT INFORMATION

1. Candidate should apply for KEAM-2013 online and send a printout to the CEE on or before the last date.
2. Online submission of Application may be made by accessing CEE website – www.cee.kerala.gov.in
3. Copy of the printout of the Application form must be retained for future reference.
4. Applicant should ensure the following before sending the printout of the application form:
    i. The applicant and parent/guardian have signed the form at the specified space.
    ii. All certificates furnished are properly filled in and signed by the competent authority and affixed office
seal at specified place.
    iii. The photograph uploaded online and the photograph pasted in the printout of application form are
identical and properly attested by Head of the Institution or Gazetted Officer of Government.
    iv. The applicant should select the course/courses which he/she desires to study while applying online.
    v. The candidate should maintain confidentiality of the key number and keep it in safe custody till the end
of allotment process.
5. Admission to MBBS/BDS Courses [Refer Clause 9.7.4 (f)]
    i. The applicants desirous of being considered for admission to MBBS/BDS Courses should appear for theNEET (UG)-2013 and become eligible for inclusion in the Kerala State Rank list.
    ii. Such candidates should also apply for KEAM-2013 for admission to MBBS/BDS Courses.
    iii. Candidates included in the Kerala State Rank list of NEET (UG)- 2013 alone are eligible for admission to MBBS/BDS Courses.
6. No memo will be sent by post from this office in the case of defective applications. The defects, if any,
which will be displayed on the website while downloading the admit card should be rectified within the
specified period.
7. Candidates should send only one application for all the courses in KEAM 2013 and for MBBS/BDS [NEET (UG) 2013

Leave Travel Concession - Rules/Guidelines


Government have introduced Leave Travel Concession to State Government Employees.For details view

Government have issued  Rules/guidelines in respect of the LTC sanctioned to the State Government Employees and Teachers.For details view

Main Points to remember
•    These rules shall apply to the persons appointed to State Government service, Staff of Aided Schools and Colleges, Full Time contingent employees, and employees of Local bodies.
•    Family includes employees wife/husband, their surviving unmarried children/step children or legally adopted children wholly dependent upon the employee.
•    Fare calculated on the shortest route.
•    Employee must be completed 15 years of regular continuous service
•    Admissible to maximum period of 15 days including holidays.
•    The period of absence on account of availing Leave Travel Concession shall be regularised by granting earned leave, half pay leave, commuted leave or leave without allowance under Rule 88, Part l, KSRs.
•    Originals of the train tickets/ bus tickets/ air tickets etc should be produced with the claims.
•    Maximum distance ( to and fro 6500 kms)
•    Place of visit to be declared in advance before his controlling authority.
•    100% of Actual expenses of air/rail/road/steamer will be reimbursed. But incidental expenses and DA for halt as admissible on Tour T.A., will not be granted.
•    Advance will be granted upto 90% of estimated fare.
•    Final bill be preferred within 1 month of the completion of journey.
•    When both husband and wife are employed in State Government service, LTC claim should be preferred by any one of them only.
•    The controlling officers are authorised to sanction LTC
